This video relying heavily on newspaper articles and case studies covers the Emergency Quota Act of 1921; its history, how it changed immigration numbers and proportions especially from southern and eastern Europe, how it was carried out with some discussions of its features, problems caused by a lack of strong oversight over shipping companies and U.S. consuls, and problems with continuous over-quotas of some countries.
